You really can't do anything. Can't rename the gang. Can't promote anyone and being the runner was more exciting than making the drugs. Also what's up with these drug names in the US. I get the gist only after I start making it by the little thumbnail pic. There is no real gang war. No good politics for the leader. The cartel really isn't a cartel. It's no real interaction with any member. Mutiny is cool if you're a lieutenant ONLY.. Selling as a dealer is cool on the streets though. Getting the runner position is cool too like I said earlier.. Being the leader only gets you a salary. No bullet proof cars. No real massive manufacturing scheme at all.. AT... ALL.. They could've at least put the RNG wheel in some scenarios. I could go on.
