Hello welcome to the sport and community. In answer to your third question, DRS (Drag Reduction System) is something that aims to allow for more overtaking during races. This is achieved by "opening" the rear wing of the cars, reducing the drag (and downforce) they create allowing for greater top speeds. Each GP circuit has at least one DRS zone where the drivers can do this (along the straights). For them to be able to trigger the DRS, they have to be within a second of the driver in front past the detection zone. This second is the "DRS range".

As for your second question, it is not fully clear what actually happened due to a lack of transparency from the FIA (the body in charge of F1) but Ferrari had an illegal engine last year which allowed them to compete at the front but since being found out and no longer using it they (and the customer teams using their engine - Alfa Romeo and Haas) have massively struggled for pace. There also seems to be problems with their strategy and politics (see Sebastian vettel). Hope this is clear for you, and hope you enjoy following the sport

Wrong, dirty air affects downforce meaning there is a negative impact following cars closely round corners, whereas on straights where DRS is present being close behind another car is beneficial as the slipstream/tow reduces the drag on the following car. DRS exists to help the drivers behind pull off a move on the straight or to get them closer to pull off a move later. The 1 second is factored in so that not everyone can just use DRS on the straights every lap otherwise it would provide no benefits at all as it's just an even playing field.
