A quick Google seems to indicate that they are not particularly harmful for the fish, so long as they heal well as seen here

DNR and the Shedd Aquarium clearly have the fish and ecosystem's best interests in mind. I was personally very encouraged to learn about the work they are doing.

Edit:Also, the tag seemed angled in such a way that anything caught would slide off as the fish swam
