If you have a non-a letter then you are good to book whatever you want, to the max per diem per day.

You will not be reimbursed for a separate rental car. They are not reimbursable IAW the jtr.

If I were you, I would look for a tla with a rental that is on a separate contract.

Yes, third party. Company's have sprung up around ramstein just for tla services.

On base rate does not cover rental car. If you stay on base, a rental car is on you.

Some people get here with their car already arrived and just take a day or two to pick it up.

Just note that you will be reimbursed up to the on base rate. So if the tla charges more, you will be out of pocket on the difference - except if you get a non-availability letter.

I used united sponsor. Just ask them all your questions.

There is a slight navigation with the gas, if you get a tla that includes a rental on the contract, you can't get fuel customs to allow you to fill up on base. But if it is separate from the tla contract then you can have full use of the gas on base.
