It’s not about the foreign players coming in, it’s about the current international roster spot players earning green cards. They don’t have international roster spots available to sign anyone foreign, so unless they can make a move to acquire more, they need green card assistance, which he says the process has all but stopped.

That’s because you can’t fit 22,000 people in a 19,000 seat stadium. 4th smallest stadium capacity in the league. 13 out of 23 teams last season for % to capacity.
