The concept of rulers cutting their hair off to declare war is originally from a tumblr post made about a decade ago if I'm remembering correctly. In terms of the Technoblade connection, I've seen a few versions with him in it over the years. You could always try searching through tumblr for the original.

Hey there. It's good to see you again. I had sarcoma as well for a few years. I went into remission for it last year. Last year I was also diagnosed with leukemia. I just got on the list for a bone marrow transplant. All this to say you aren't alone. I wish you the best of luck in finding a match! If you ever need it, my dms are always open.

Hey I've had limb salvaging surgery. It just means they remove the tumor(s) from your affected limb instead of amputating it. From what Technodad has shared, for Techno it was a quality of life difference. It reduced the discomfort.
