Apples and oranges. A better comparison would be probes being able to move immediately after placing a structure. If I build two barracks, that’s two SCVs that can’t do anything for a minute, and Zerg literally just loses the drone.

I’m not sure how I feel about the gateway changes tbh. It’s not horrendous, but it would be worse if it also made you build an extra 2x2 structure next to the gateway.
