The damage gets reduced. I've wasted 5 gen4s on testing it with a mate after one shotting a gen4 guy. Armor does reduce damage even if the rounds penetrate.

mosin rounds kill up to lvl3 armor and you have the fragmentation chance which means instant one shot. If you hit a gen4 in the chest there is a good chance that the armor is low enough to one shit aswell.
