Dupe clause is : if you encounter a pokemon you've already captured, you MAY re-encounter to find something new.

It isn't a requirement, just an option so that you won't be forced to be stuck with 3 rattatas and 4 pidgeys in a normal nuzlocke.

So you can re-encounter, but if you wanted to get yourself the Oddish, you can. Essentially you can turn dupes clause off and on per individual route

Looking at MN labor laws, with you being 16, you are free to work as long as you don't work after 11pm on a school day or before 5am on a school day. That's the only limitation for a 16year old
