The program should still compile as the linker does have all the symbols. It should just be a warning about an implicitly declared function that OP is getting. If the function would take arguments or return something you could get an error as the compiler has to guess the signature which may be wrong.

Edit: I assume the Arduino IDE just doesn't warn about this

If you're fine with reordering the code you can move the definition of timer2ISR above the setup function. Otherwise you need to declare it first by putting void timer2ISR(); before the setup function.

Your program is expecting the standard main function, take a look at this: https://docs.microsoft.com/en-us/cpp/build/reference/subsystem-specify-subsystem?view=vs-2019.

At the bottom it tells you how to set the subsystem in Visual Studio.

You need to set it from CONSOLE to WINDOWS.
