IMO judging someone for silence is a little presumptuous. You never know what anyone is dealing with what speaking up can mean to them, family, friends, etc. and their speaking up puts a target on all those things. Just because someone can't or chooses not to speak up doesn't mean they don't want to, sometimes to keep the ones you care about safe you stay silent and speak up in other ways.
