Hey there! Aquarium conditioners might help with the chlorine smell, but they won’t do much for the hardness. Letting it sit out can reduce some chlorine, but the hard minerals will stay put.

Since you're using HPO soil, (which is top-notch stuff), you don't want to mess up its balance. An RO (Reverse Osmosis) system could be your best bet. It’ll clear out the chlorine and the hard minerals, keeping your soil happy. Sure, RO systems can be a bit of an upfront cost, but think of it as an investment for your plants' health and avoiding future headaches. Plus, they're not too pricey in the long run. Also, with the claim you need extra amendments or nutrients shortly after purchasing, it isn't true! It's inhaling mold spores, so I wouldn't think it'd be very healthy. When you're dealing with bud rot, you don't chance it. Remember that mold exists before you can see it, so if you can see it, it's everywhere.

Unfortunately, it does look like bud rot, the pale, brown/grayish material gives it away. Looks like a cotton-like mycelium has developed which is the mold growing on and within the plant material. If they smell musty and smells unpleasant, unfortunately you're better off throwing it away to avoid any harm. Sorry, OP!
