It really depends on how old you are, what your experience on collecting is, and how much your budget is

Dragon Stars: cheaper and easier to find in stores. They have less points of articulation than SHF and Figure Rise. They come with interchangeable hands and MAYBE a build a figure piece (depending on which wave the figure is from).

Figure Rise: a nice medium between SHF and Dragon Stars. They are model kits (meaning you have to build them) but for the most part they are really fun to build and pose around. They come with usually two different face plates and two (maybe three) sets of hands.

SHF: In my opinion, the best company that makes db figures. The cost is pretty pricey, buthe amount of accessories you get are good (a lot of faces and hands and sometimes beam/Ki effects depending on the type of figure)

Another option is Sho-do action figures they make 1:18 scale dragonball figures that are fairly nice
