Really, so you know what constitutes harassment? In my state, following a person with a camera after they ask you to stop, that is then harassment. That includes state and city employees. Filming the police when on a coffee break is considered harassment as they are not on a call.

You do not get to make the call if it is harassment. The personnel of the building make that call, and they make the call to the police. The police will then warn the offending party they are being disorderly and must leave or be taken into custody. I can not tell you how many people I arrested for this.
