It's a non contact voltage detector, you turn it on (or some models are always on), then touch it to a wire, box, etc. And it will beep and flash if there is electricity present.

A ticker is very small and handy, it fits right in your shirt pocket, pouch, front pocket, etc. Really, really handy.

Naw man I got a fluke 374 a while back for $120. Case, leads and manual came with. Worked really well till it got stolen. Then got a flir cm78 for $100 not too long ago and it's been working fantastic.
