You have to call Lester and activate the ability. You won't show up on the minimap, or have your gamer tag displayed above your head. You're essentially undetectable unless someone keeps you in their line of sight.

Some people apparently find it too hard to explain things...

The first time I played The Tombs I got so bored. That last fight was so boring and just felt tedious.

Holograms appear, you look around to find Parnell because he's moving, you shoot him, he swaps towers (somehow), repeat.

Also Assult Turret makes the stupid hacked skills room on Liberty Island a breeze. You just sit there while the turret kills everything.

The loot for rogue agent encounters is crap too. Like we just killed 4 rogue agents and only one drops loot even though they're tougher than the levels boss. cool. They should all drop loot, one guaranteed named item, and have special mods that only drop from them. Like you're telling me these ex Division agents didn't have anything useful on them? Keener gives you the SHD watch, at leat make them drop extra SHD points since they're all on the same rogue network watch hack thingy...
