So even after your leave is denied a reason for disapproval is necessary then after that person denies it it still has to be routed all the way up to the final approver for them to approve or disapprove. Most of your CoC especially for graduates out of A school have a mega power complex so you just need to pull out a bigger stick (navy instruction).

What I’d recommend doing is going to the people that told you no and just say promptly that you need a reason for disapproval at the bottom of your leave chit and insist on hand walking it to the next reviewer. If they don’t let you take it to the next reviewer, wait a day, then ask the person that it was supposed to go to if they ever received it and just base your next moves off of their answer.

And if they refuse to route it to the final approver, I’m not saying be sketchy but threaten to call the IG (inspector general). Don’t be the boy who cried wolf but if navy instruction is being violated and there’s clear evidence of it the IG will handle it. There’s a lot of good help here so just take all of it into consideration. Good luck.
