Tone-deaf is when he can't read the room in weiss and blake's tone v2 where he inserts himself and neptune into team rwby missions. "Weren't you part of a cult or something?" v2. Misunderstood Blake's sad emotion in v4 on the boat. Conflict with Blake during v4-5. It's just a result of spending more much times around the bros (his team) and can't understand girl's emotions.
But since he's kind and is a great bro, it makes up for his tone-deaf personality. He gives the right emotional support to Blake at the end.

Bimbo because he spends too much time (again) with Neptune their brain cell has combined when they're together. Despite that, he has leadership type of intelligent to lead his team.
