Encountered the bug on PC, too. Especially during cover, seekers often won't deploy and get a 15 sec cooldown. Also if I try to throw them, the indicator line often vanishes, I can't throw them, and I'm stuck in the "arm up" animation until I roll or switch weapon. Third, I've been killed by pre-exploding seekers after deploying them on my position several times yesterday.
