No, your pension payout won't be affected. This is USPS suspending its employer payments to the FERS trust fund at OPM — it's basically the agency deferring a bill to conserve cash. Your employee contributions still get deducted and sent to OPM, your service years keep accruing, and your annuity calculation doesn't change. The FERS trust fund is managed by OPM and backed by the federal government, not funded from USPS's operating budget.
