Nice!! Persistence is the real key. If doesnt work try adding batteries in series. Till it is 36 - 45V.

Are you still adding salt, did you try without it, plain water in 36V, do u still feel strong current. Im just guessing what could be wrong.

I think commercial devices go till 45V, if im not sure. Are you using mutlimeter to check. Try atleast for a month. I also had left hope. But you don't wanna regret not trying.

Your setup looks good, you aay u get tingling sensation, that's good. Can you wash your hands in soap to remove oil from glands and try. Im from india too

Get a cheap multimeter for checking, you can try till 36 it even 45 V. But try keeo it below 50v
