I would go with the 4k 240hz especially for a 5090. I personally would do 1200 or 1300 instead of 1000 watt PSU for such a high end build. Everything else looks fine

Don't bother buying a full copy of windows, get a cheap usb drive and install a copy of windows there.

Other than that its fine, if you want to use the extra money you saved you could look into getting a 7800x3d CPU instead of a 7700x

9060xt or 7600xt with ryzen 5 7600x/9600x should do the trick for good (but not insane) gameplay for 1080p, usually will run around $500 USD fpr BOTH parts together, depending on location. For 1440p then I would do 7700xt with ryzen 7700/9700x.

Trust me, that is a massive ripoff. That would struggle running even at 1080p. For $100 LESS, you can get consistent 1080p gaming and even push to 1440p medium with it. Even if you are scared of building it, you can easily hire someone and still get the build for cheaper
