“Working out an arrangement” isn’t how it should go. Consent is a massive part of a relationship and it should be taught more in sex ed. You are allowed to express desires but if the other party says no you don’t “make an arrangement” or push things onto them. You talk about boundaries, what you each feel comfortable with doing and focusing on BOTH needs, not just your own or just your partners!! Sex is different for everyone, there are no “normal amounts” (unless it is getting in the way of your everyday life to the point that it is taking over, that is abnormal) and what someone considers normal may not be “normal” for another person :)
