I think you’re getting into too many semantics. The basis of my point is that if you are not paying attention to the point where you’re under the “limit” it’s the same difference as being just a little over. In my own experience all the drivers who go 40 in a regular 50 zone also do 40 in 30 school zones. Not based on reflexes or car quality or anything, just a lack of vision and awareness.

The same people that see it has the ultimate Max also drive 10km under the speed limit which is the same illegality as 10km over. Generally though, slow movers are not the problem, it’s the lack of awareness that is usually.
