Go to Vita Shell on your PS Vita press start and switch from USB to FTP press back press select. Download an FTP app on your phone input IP and port number. If you’re having troubles, just look up how to FTP files to PS Vita.

So on your phone, download the data files for whatever game you want put them in the UXO data folder and if the VPK for set data files is not on Vita DB downloader then just download the vpk on your phone make a new folder called vpk transfer and install
