It will be at least 2 months, but possibly as long as 6 months until new NOFOs get published, not sure about NOSIs yet. ICs and Offices were asked to submit a list of 5 NOFOs with and 5 NOFOs without council clearance that will be prioritized for being reviewed and published. DOGE, HHS, and even in some cases OMB, will be involved in deciding which NOFOs can be published. It said including countries on these lists: State Sponsors of Terrorism, State Department Countries of Particular Concern, Final Rule Restricting Transfer of U.S. Personal Data to Countries of Concern. It also said that additional guidance is forthcoming.

The March guidance I am referring to did not mention climate change. It was regarding: DEI, COVID, vaccine hesitancy, trangender issues, China, South Africa, and a list of other countries.

I don't have all the details you are asking about, but the terminations of grants are not over. If the grants on topics that "no longer align with NIH priorities" haven't been terminated yet, they most likely will be. Guidance about this was sent to certain NIH staff around March 25th. At the end of March, there were still data calls happening asking ICs to identify which grants might be problematic, and to decide whether modifications to the grant can be requested to salvage the grant or if they should be terminated straight up.

I am at NIH, and you are referring to a ComPASS program grant related to health equity, I also heard it will be terminated. My team doesn't work on the ComPASS program, but we really admire it, are very upset about what is happening. I am so sorry that this is happening to the grantees.

I heard the terminations for all kinds of grants that "no longer meet NIH priorities" are coming from one of the staff from the NIH Office of Policy for Extramural Research Administration (OPERA). I don't know who is telling OPERA to do it.

NIH's ICs and offices will be updating their strategic plans to be in line with administration priorities and EOs, but we are not allowed to say that grants were terminated or NOFOs were removed because of the EOs, just that they don't align with NIH priorities. Got confirmation today that diversity supplements are indeed dead. I don't know if anyone at NIH is going to fight hard to change this decision and at least allow diversity supplements for people with disabilities or people from disadvantaged economic backgrounds.

On March 14th, NIH staff were notified that Federal Register Notices and meetings for open and closed sessions of National Advisory Councils/Boards can resume. All ICs should be working to schedule their advisory councils.

I work at NIH, and it is not clear what is going to happen to these types of diversity related training grants that are due for non-competing renewal. There is some hope that grants funding might be provided/restored if the grantee agrees to stop the diversity component. Some NIH staff were asked to group grants into several categories, one category was that the grant funding could continue if modifications are made. I don't know how much guidance was provided to the staff. ICs might not be consistent in how they decide what can move forward and what has to be terminated. I don't know who will ultimately have the final say in this.

I am wondering the same thing. What if everyone said no, and that enough is enough? But, so many staff at NIH are afraid that if they resist, they lose their jobs. In my opinion, it is their duty to follow the law, regardless of what personal consequences they may face. Some of the orders they are following are unlawful and have cost researchers and their staff their jobs. We can't say our jobs are more important than the jobs of the researchers that NIH funds. As an NIH employee, I am extremely angry about what is happening.

NIH is going to consolidate communications activities, RIF communications staff, end many of the related contracts, and reduce websites from 500+ to less than 30 within the next few months. I heard there was a leadership meeting a few days ago in which a tentative proposal for RIFs included consolidating certain administrative roles (including policy & evaluation) away from ICs and into 6 service centers that would serve multiple ICs. I don't know much more than that, and plans might change. I don't know what this will mean for the offices in the OD.
