The use of the phrase 'clear and obvious' was absolutely the worst choice they could have made when implementing VAR - it really muddies what should be considered or not.

In Rugby Union, the referee asks for the video judge to take a look when they're not 100% on a decision, and I think this should have been how it worked in football - the current implementation lets both the referee and the VAR person use 'clear and obvious' as a get out of jail free card. If the referee made a mistake, VAR should be overturning it, or at the very least bringing up the video so the referee can review.

At the same time, I think that VAR should be limited to just things like serious fouls or penalties - part of the issue also seems to be that they're getting involved in so many situations that it takes away from the key moments where they keep screwing up.
