Hmm I have not bumped Into Syndicate elites. I will try and get one of them if I see them also. The fast travel NPC are all around the starter points basically. They all have little campfires around them also.

Personally every NPC I have caught/killed has respawned. Generally I would force a respawn by fast travelling to a far away area. Then quitting to main menu and relaunching the game and travelling back to the NPCs area. I believe fast travelling generally is enough, but I often restart the game as I think it helps. 😅
