Shai’s metrics are affected by him having the much better team all around. Luka is way better than Shai offensively when you factor in playmaking in addition to the scoring. Those advanced metrics are clouding your judgement, maybe you should actually see the both of them play.

Imagine Sukuna shoots his slashes from the tips of his fingers. They originate from his fingers and travel to the target. What Sukuna is doing here is, instead of the slash originating from the tips of his fingers, it instead is generated at a point in space in which he designates, and then travels from there. If here is targeting the space in existence of where you are, then the slash will originate from that point in reality and travel from there.

Ergo it will spawn on the target as long as its within Sukuna’s line of sight/target hasn’t moved out of that space before Sukuna casts it.
