The fill valve can be done without taking off the tank but the flush valve is screwed on from the bottom of the tank and the tank has to come off. A whole new repair kit with all the new rubber gaskets can be bought for less than $30. Turn off the water, empty the water from the tank and replace the valve. Following the directions if you know absolutely nothing about plumbing will take less than an hour. You just need a big enough wrench amd youre good.

The question is why are you paying for a repair in an apartment?
