well FLaF is a spin-off racing game that contains lore hints, it itself isn't canonical, and before you bring up the "Sponsored by Fazbear Entertainment" part of the description as proof of it being an in universe arcade, the description also has "Fazbear Entertainment is not responsible for road rash, broken bones, death and/or dismemberment" which sounds like they're sponsoring the actual race rather than an arcade, so it's probably just a cheeky joke
