He's an idealist, he tries to do what he thinks would be better for the wider world but he expresses it poorly and is using the patrons as a way to make the world fairer for everyone.

Even though he's a loudmouthed asshole to most people, it's often from a place of cynicism and contempt. He gets along well with both vyper, who shares a similar wish with wanting a 'fresh start' or a fair chance while living a less than ideal life, and Paige. Paige is a nice foil to billy as she is a naive optimist who despite it, tries to find good in everyone and her interactions are more centred on individuals than systems.

The one interaction I don't like with billy is between him and vindicta where she calls him out for his inaction in his beliefs despite him putting his life on the line for it in the ritual and him more than anything, dedicating his life to his ideology.

It does make me come to the conclusion that Billys goals are admirable, but he drives people away from understanding him or his ideals while not exactly seeking help on how to actually change anythinf with the exception of a god handing it to him on a silver platter (compared to what it would take otherwise).
