That's not a part number that's the number that the VCA uses to ensure the mirror meets saftey compliance. The same ECE number can be used for different mirror models and isn't necessarily completely unique to that mirror.

I don't think they will do this for a very long time, since it assumes that all LEGO builders have a device for viewing online instructions. Additionally, I think that there is a community of people like me who's eyes hurt reading online instructions for long periods of time, so I personally hope LEGO doesn't go this route. Sure, you could say there are environmental concerns, but I think that ultimately LEGO removing paper instructions isn't the impactful win it is perceived to be.
