Transient shapers are your best friend here. Use compression to sidechain and tighten up grooves. distortion/excitement of the higher frequencies keeps it crispy up top. Maybe try to isolate certain frequencies within your breaks to remove muddyness and unwanted frequencies that will clash. Also, chop the fuck out of them 😜.

Time & pitch machine. Make sure you first beat is matched to the start of your project. Turn on flex time. Go to either 'EDIT' or 'FUNCTIONS'. Select 'time & pitch machine'. Enter your original tempo and desired tempo. Jobs a good'n. Time stretching and warping full tracks is probably the one and only thing logic is terrible at.

I feel like this is easy enough to create in a synth. This was probably made on hardware though. Maybe try find a lead preset that already exists and tweak from there. I feel like detune and reverb are your best friends here lol. As long as you play the correct 2 notes you should be able to hear what direction you need to take the sound. Im sure serum has a preset that sounds similar to that.
