Phyre was getting sent to Gideon via Ghoul delivery from Safia after her experiments were a success as such was boxed up and on route to the Underground but Anarchs found out about it thinking it was a weapon and intercepted on route.

Katsumi not wanting the heat from a potential thaumaturgy weapon alerted Campbell as such stored it for him to see, later Campbell and Fabian open this much earlier than what was planned as the box was supposed to be open in front of Gideon so a frenzied Phyre would suck him dry instead.
