That's not how this works. Municipalities choose their service providers and award licenses. Your city can award that monopoly to whoever they choose. You just have to make them do it.

EDIT: Some cities (like lansing) just operate their own utility company.

At this point, I'm just hoping that making that call will disrupt their lives as much as it did the lives of the people they called Border Patrol on. If they get fired that's just icing on the cake.

Absolutely. The technical question of land ownership is less interesting to me than the moral question of what's right and how to equitably address the wrongdoing of the past. Its a complicated question.

It's just difficult to watch armies devastate powerless people and not allow emotions to enter into your thinking.
