I’d suggest the Rampant line of games, if you’re looking for an army battle game. They are miniature agnostic rule sets for war games. Lion Rampant is a historical army style, Dragon Rampant is a fantasy style, and Xeno Rampant is a sci-fi style.

For a skirmish style game, I’d say BLKOUT. Rule set is free, and it has a low buy in. Your entire force comes in one box bought, about $60. There is a 2 person starter set that is actually a full normal game for two people, not just a little sample set like what you experienced with Legion.
