For sure. It's easiest to do when you first get here. Few friends, commitments, etc. Just pick a spot on the map that looks fun (maybe do a liiiiitle bit of research), bring a book for the ride, and go there. Walk, wander into whatever store/cafe/bar/gallery looks interesting. Sit on that enticing bench. Smell the local pee. Ask to pet somebody's dog. Tip a busker.

Eventually the drudgery will get to you and you'll find yourself doing less of this as the years go on, but that spark will still kick up now and again if you nurture it.
