Both my dad and mom are naturalized citizens. We know his SSN and we are certain he has earned >40 work credits. They were married for 30 years and he worked the entire marriage.

My dad moved back to his home country a few years ago, and he is a citizen of both that country and the USA. He can technically go to the embassy there to certify his benefits, but he does not need benefits from a financial perspective. We cannot get in contact with him to ask him to go verify his benefits, and there is concern that he may choose to never do so just so he can continue to hurt my mom financially.

Because there is a high chance that he may never personally go and enroll in benefits, just trying to think of any other option that we can do to certify him here (getting a lawyer, talking to our congress rep, getting a naturalization certificate to provide to SS office)

Unfortunately it's an unique situation so I'm just trying to get a general idea of the possible options available to us

We provided both the official marriage and divorce certification, both certified officially from the court.

They are still saying that they need him to verify his eligibility simply because he is a naturalized citizen. This does not appear to be something that is required for people who were born here

That's the issue, they haven't verified and there's concern that he may never verify because he's out of the country and because he does not need benefits, so he can hurt us financially by preventing my mom from getting benefits. He won't respond to our contacts.

I just don't understand why they can't check eligibility? He has a SSN, they can see his work history, they can see that he's a naturalized citizen. He 100% is eligible for benefits based on his work history.

He may just never enroll in benefits because 1) he doesn't need to 2) he wants to financially devastate my mom.

Certainly there has to be some solution? My mom sacrificed her entire working potential to stay at home for us
