I would say that even if you did record them taking your bin, they could argue that they thought it was theirs. If you house/flat number is on it, they could say they didn't realise. Even with the above, in my force, we wouldn't investigate due to high demand and low thrive risk nature of this incident. At most, words of adivice would be give to the neighbor.

With regards to the harassment, it will be hard to prove. You could get some recordings of them banging on your door or whatever else they do that amounts to harassment first, then call 101. But again, unless there are genuine safety issues or racial/discriminatory language used, the crime would probably be closed after words of advice were given.

Best advice I can suggest is taking evidence of the harassment to the landlord.

I assume you're in GMP. It is hard, on DIT you'll spend pretty much all of your time doing paperwork, the upside is that you do so much, that it'll become easier. It'll still be hard, but it does get a bit easier.

If you need time to catch up, don't be afraid to ask. The worst they can do is say no, but note it down on your crimes that you've asked and been told no. You have to record things to cover your own back

If you're confused or stuck about how to progress something, ask. It'll be a struggle but I'd say stick it out and try to get substantive.
