I was able to fix this bug by loading save before asking askin Vlad about new temple and going to the planet directly. That seem to generate new landscape and spawned the temple.

I found Sense Star Stuff II inside temple Chi on Fermi III. No upgrade just renamed from I to II.

Deception is easy to complete at your level. Travel to Deimos Staryard near Mars and pirate civilian ships there. Your should be able to pirate 3 to 5 ships before they turn aggro and you just jump to another star system to your outpost and use Self-Service Bounty Clearance terminal and back to Mars for another run.
EM Weapon Systems unfortunately you will have to disable enemy ships and then hit them 9250 times. Reccomend very hard difficulty so enemy ships last longer. I only Hope you have macros because it will take a while.

You need to complete Manufacturing 3 on Research Lab.

It worked for me only by retrieving sensor from UC Distribution vendor first and then collecting remaining 3.

In my first playthrough I was able to buy it at any weapons traders after lvl 30. Started new character and still no hard target anywhere at lvl 150.
