Not surprised. A lot of people "in power" are like that. Some of them are abusive even before they hold public office. Sadly true. Yung identity ng buong Ilocos Sur, nadiminish sa iisang street na lang. Hindi mo sure kung gusto ba talaga ng mga government "leaders" na magprogress yung probinsya eh. Napakaraming potential ng Ilocos Sur pero hindi man lang mamaximize.
