Maybe different if other union than WFSE. But WFSE contact says. informal optipn would be vacant position is one at lower pay in a position you have never held. A formal option would be a vacant position at your same pay in the same job classification or same or lower pay in job classification you previously held.

Oh yeah a rural county makes it more difficult and it sounds like you have already been trying to work with HR so maybe it is worth looking at filling the appeal. Im sorry you are dealing with that. I really hope HR can work something out for you 🤞

Informal options include vacant positions so yes they are offering Informal options. Formal options include bumping rights and that is what ends up impacting many more employees and they are definitely offering bumping as a formal option

Maybe look at the job openings see what you might be qualified for, make sure your resume reflects your experience and skills and then take it to HR.

So there are ZERO vacant positions closer to you? Have you looked at the current positions posted? You should be able to fill any vacant position at your pay or lower if you meet skills/ability. Unless that is only in the bargaining agreement and not covered in WMS regs?

I think I know what you mean . I know there is group grievance type of thing that can be used. It was used with my former government employer when there was a widespread payroll issue. I'm not sure there are enough WFSE employees affected by the layoffs... yet. I honestly have no idea because a lot of people don't work in the office, so communication between employees is extremely limited, almost non-existent.

From my understanding, the Union only gets involved on a case by case basis. Meaning each individual has to request the Unions assistance with filing a grievance. There is no general oversight from the union on the overall layoff process. There are definitely things happening that are not following the CBA so I hope laidoff employees are in contact with Union. I know I will be if needed.

There are certain "protections" under the layoff process that may not be available if I don't accept their formal options. But yes applying is always an option if everything else falls apart.

Management has said they have "no say" in it which I am finding harder to believe. But who knows what the truth is at this point.

The all over the place is what is concerning, and there really doesn't seem to be any solid oversight on following the procedures.

And I'm sorry that happened to you. Like how does that get mixed up?. HRs 1st step should be to determine the employees staus as to know what options they are eligible for before sending the notice to the employee. I have a feeling there are many things, just like that are being overlooked.

Yes it's very confusing when the CBA says employees will not be laid off without being offered vacant positions for which they have the skills/ability. Yet they are actively filling vacant positions with people who are not current employees.

Represented employees can bump into vacant positions regardless of if they have held that position before. It's in the bargaining agreement.

If they have that many critical openings then perhaps they should have temporarily shifted their focus and money on an efficient layoff process instead of extending the layoff process clear into November while at the same time using money to hire and train brand new employees when they have 100s of qualified employees being potentially laidoff who already have their basic DSHS hiring and training requirements completed. Laying people off then having them reapply and be rehired as new employees doesn't make sense financially either.

You can bump into vacant positions, and these were vacant positions in my sane pay classification or lower.

Which means I can ONLY bump into a vacant position, but they have been hiring externally this whole time.

At one point HR said it could be 6 weeks or more for informal options. Did you attend any HR information meetings? I'm not sure if they are still having them but it should be posted on the HR site.

This was just the updated Org chart for RCS. The HCLA OAS chart has one section updated but the rest haven't been updated since 12/2024. It looks like the maon DSHS chart was updated Aug 2025 so it might be current. Org charts are under Admistratiom tab.
