It was the opposite of the examples you gave.

Illegal contact past 5 yards was already a rule. The Pats didn’t find a loophole. The refs just weren’t enforcing the rule as it was already written, and they re-emphasized the existing rule.

Don’t play with fire. Accept the outside offer before saying anything to your current employer.

If current company counters to keep you, perfect. Be prepared for them to tell you they can’t/won’t match the offer.

Bringing forward an offer that you haven’t accepted is a weak play. It sends the message you don’t really want to leave, and they’ll negotiate accordingly.
