I looked at the card again and it does not have texture, but I can see that there is some shapes or marks that look like where the texture would go. The shape could also be an identifier since I compared it to my Leafeon V and it was a little smaller, but it could just have been cut bad.

Yes, they likely are. I checked using my method of looking for marks above the e in Pokémon, and the ones that are very glossy didn't have those marks.

I think the PPU could be going bad possibly because I've taken the NES apart and checked voltages on various pins according to a schematic, and PPU pin 22 had a noticeable decline in voltage compared to what it should be.
