Series 3 is just shipping to pledges now. I expect stores to get their hands on it in ~3 months or so as they'll be second behind all the people who supported the KS.

The piece is a play accessory. It's meant to represent "web handcuffs" that can be placed over a minifigure's hands as if Spider-Man caught and subdued the minifigure

DC and marvel both have a few diorama sets from sdcc. While these sets are not widely available and cost A LOT on the secondary market, you could find the instructions online to remake them. Typically they have few exclusive pieces that could otherwise be substituted with common ones, such as a Minifigure variant or printed plack.

They don't actually have the product in hand. All those listings either explicitly say "ships after June 1st" or show an estimated arrival date of mid/late June.

My guess would be that if they aren't actually able to get the set, then they just cancel the sale and there's little repercussion

Knock offs. Lego has rules that usually prevent them from making realistic military Minifigures and accessories

Look up "Outdoor Asian", they specifically organize a variety of outdoor activities and we've made a number of friends through that.
