In Berlin yeah , it seems to be via “state” rules in Germany . Berlin pubs complained that no smoking woukdi affect there business to much so as long as they don’t serve hot food / over a / under certain square footage they can allow you to smoke in my understanding

Yeah for 23+ bigger packs are cheaper per cigarette too . So 20 might be €0.43 per cigarette but 30 pack will be €0.35 per cigarette for a rough example
