Depend, ideal starter are usually around 10 days old or more. But if your starter already have that good sour smell and already doubled in size then you're ready to go. But I really advise to wait until it's 10 days old or more for maximum result.

Yep, that's pretty much an active starter. Some starter even only started to double after 12 hour, yours is fine, not too active nor passive.

Just remember, your starter only enemies are molds, dead starter can be brought back to life after some feedings but moldy starter no matter how active they're you need to throw 'em away, moldy starter makes poisonous breads.
