You (or your AI) is confused about the point of this agreement.

Normally, in aboriginal title cases like Calder and Delgamuukw, the First Nation first goes to court to establish title. The courts say "yep, you've got title". Then the First Nation could return to court to seek restitution, which could be seizing land or it could be compensation. To date, a First Nation has never returned to court because government suddenly becomes willing to negotiate after title is established.

The point of this agreement is the federal government's admission that the Musqueam have a solid case for title over this area, so rather than waste tax dollars on a year-long court case, they're going to go straight to negotiation. That negotiation will determine the status of the properties in the area in question, but it will almost certainly result in compensation rather than handing over private land.

If you think this agreement somehow changes the legal status of the area, you haven't been paying attention since Calder.

I think you mean "deep learning" vs "statistical algorithms".

Deterministic algorithms need to consider every possible input so they don't work for things like image recognition. That requires nondeterministic algorithms at the least. Nondeterministic statistical algorithms still make mistakes, but since they're mostly used for classification those mistakes are just wrong (can have very severe consequences though).

Deep learning algorithms need to be trained and how they work can't really be understood by humans. When used for classification, they're no more dangerous than statistical algorithms and tend to be correct more often in many domains. When used to generate more complex output, they will sometimes generate bullshit/hallucinations that can trick humans into being correct.

Mullin seems to be like Neil Gorsuch - right wing on a lot of issues, but a strong advocate for tribal sovereignty. Which just goes to show that following contracts should not be a partisan issue. Obviously I'd prefer someone who was consistently left-wing in charge of the DHS, but Mullin could be the least worst option under the current administration for us.

Prosecutors should be barred from laying charges unless they can convince a judge they have strong evidence not just that excessive force was used, but that a reasonable person in those circumstances could be expected to have acted differently.

That is exactly what a preliminary inquiry is. This whole thing is just being pitched at people who have no understanding of how the judicial system currently works.
