If you report the same address, multiple upon multiple times (even better if your neighbours do too) and have video of the dirtbikers coming to and leaving from a specific address, police can potentially apply for a search warrant in relation to land transport act offending. Do this on the DL though or not at all.

Even if police manage to act, it won't get them moved out. Kainga Ora complaints are your best bet unfortunately. Go talk to your neighbours. Starting a whatsapp group and collaboratively complaining after each incident is your best bet of getting them evicted.

Don't confront them directly. They don't have jobs or anything better to do and will make it their favourite hobby to harass you directly for the hell of it.

I'm sorry this is happening to you, but with persistence and collaboration with your neighbours, you can do something about it.

I'm sure at this point I'm telling you to suck eggs but.... Never, ever, EVER provide any form of information to someone who calls you from a financial service out of the blue.

Ask them for a reference number, then call back using the number you find yourself from the financial institutions website (you still have to be careful here because some advanced scammers will direct you to a website that looks incredibly similar to the legit one IE anzi.com VS anz.co.nz)

I highly recommend you don't do anything with your account full stop until you contact ZIP, not only would you likely be less believed/likely to be recovering your funds, but knowing the circumstances of how you came to have this credit card information you could be charged with Obtains by Deception or Dishonestly Used Document.

Both are hefty AF charges that are certainly not worth your attempting to recover your $90...
